EDUCATIONAL ALERT REGARDING DRUG REYATAZ
If your drug regimen includes Reyataz and your stomach requires a medication for reducing acid then
a discussion with your doctor may be necessary. Recently, the United States FDA directed Reyataz
manufacturer Bristol-Myers Squibb to send a warning to every doctor treating HIV+ patients because
the medication interferes with blood levels.

HIV STUDY
Looking for HIV positive men and women to take part in a research study to help us evaluate messages about HIV in thirteen cities nationwide over the next three months. Debate Reignites Over Impact of Crystal Meth on Immune System, HIV Risk
The fact that the New York City man diagnosed with multi-drug resistant HIV often had unprotected sex after taking crystal methamphetamine has brought new attention on the growing epidemic of meth use, particularly among gay men. Crystal meth’s effect on sexual behavior clearly puts its users at risk for HIV, but its effect on the immune system and HIV’s progression is still unclear. Lab and animal studies show that meth suppresses killer T cells. That, combined with the drug’s propensity to dry out mucous membranes, could cause abrasions in the rectum and mouth which would slightly increase a person’s vulnerability to the virus, says Dr. Antonio Urbina, the lead author of a study on crystal meth
and HIV published last year in the medical journal Clinical Infectious Diseases.

FLORIDA REDUCES MEDICAID FUNDS.
Florida governor Jeb Bush presented a plan to reform the state’s Medicaid program. The program would privatize much of the system, forcing beneficiaries to choose among packages or leave Medicaid fully. Then, insurance beneficiaries would use state-paid premiums to buy health coverage from the private market. These changes could confuse beneficiaries, reduce comprehensive coverage and be more expensive. For more information, visit the website www.empoweredcare.com.

CHANGES TO RYAN WHITE TITLE I COVERAGE
As of March 2005, Miami-Dade County has implemented a new policy regarding Ryan White Title I coverage for genotype and phenotype testing. Miami-Dade County HIV/AIDS Partnership, a local agency managing federal funds, has limited individuals to two HIV antiretroviral resistance tests in any consecutive twelve-month period. Of these two tests no more than one phenotype in any consecutive twelve-month period is allowed.

HIV STUDY MAY FIND ORGAN MATCH FOR VOLUNTEERS
Researchers need volunteers for a study on kidney and liver transplants. Criteria for a possible transplantation are participants must have a T-cell count greater than 100 for a liver and 200 for a kidney.  WHAT IS CDBG?

Begun in 1974, Community Development Block Grants (CDBG) allots funding to more than 1,000 municipalities for senior centers, low-income housing, small business development and a variety of other initiatives.

WHAT’S GOING ON WITH CDBG?

  • Community Development Block Grants threaten to be cut if President Bush’s proposed budget for the new Fiscal Year 2006 is approved.
  • Under President Bush’s proposed budget, CDBG would be consolidated with 17 other existing national grants. He allotted a total of $3.71 billion for them, about $2 billion less than the 18 grants receive altogether now.

HOW WILL MIAMI BE AFFECTED?

  • Miami receives nearly $10 million in CDBG funds annually
  • Money awarded from this grant is primarily distributed to programs in poorer neighborhoods.
  • CDBG funds pay for the following services in Miami:

o        Public Services: childcare and elderly programs

      • 1,000 daily meals for the elderly
      • Daily after school care and youth services for over 1,100 children
      • Daily transportation for over 200 seniors
      • Emergency counseling services
    • Housing: down payment assistance, construction loans for developers to build affordable housing, replacement of inhabitable single family homes, rehabilitation of homes in need of urgent repairs
      • CDBG funds were used to build the following:
        • 221 affordable homeownership units (completed)
        • 769 affordable homeownership units (in progress)
        • 1,930 affordable rental units (completed)
        • 1,271 affordable rental units (in progress)
    • Economic Development: job creation, façade program, code compliance

NEW VAN SERVICE IN NORTH MIAMI BEACH
The City of North Miami Beach Parks and Recreation Department has expanded its transportation service for residents who need a ride to medical appointments, grocery stores and the North Miami Beach Library.

The Medicare Modernization Act approved by President George W. Bush in 2003 starts January 1, 2006 for low-income beneficiaries and in November 2006 for other Medicare recipients. Nursing home patients will be automatically enrolled to avoid coverage gaps. The Act requires participants to pay $35 monthly premiums and the first $250 of drug costs. Medicare then pays 75% of the next $2,000 in prescription expenses. Afterward, a gap exists which participants must pay for all drug costs until they exceed $5,100. This is when the government begins paying 95% of each beneficiary’s prescription expenses.

You may be eligible for funds from the Florida Power & Light’s Care to Share Program. It provides emergency assistance to customers who are in a crisis and unable to pay their electric bill. Customers must possess a delinquent FPL bill, final notice or disconnection notice and have a plan to pay future bills, have experienced a family crisis, have exhausted assistance sources, have income that falls at or below agency income guidelines. Starting sometime in 2005, Medicare insurance will pay for four counseling sessions to help millions of older smokers kick their habits. In 2006, the new policy will also will pay for prescription medications and possibly nicotine-replacement programs.

FALSE STATEMENTS PUBLISHED ABOUT CANCER TEA
The U.S. Food and Drug Administration (FDA) has sent a letter to Cellular Wellness Foundation, manufacturer of Cellular Tea formally known as Cancer Tea, warning them of false and misleading statements about using the products to treat cancer, tuberculosis and HIV. The company promoted itself as having FDA-approved laboratory guidelines. But the FDA explained that the company must meet drug manufacturing standards to fulfill such a claim. FLORIDA FUNDS EMERGENCY INSURANCE COVERAGE
The Florida AIDS Insurance Continuation Program (AICP) contracted with Mercy Hospital to subsidize insurance premiums for HIV+ persons who have private health insurance, either group, individual or COBRA. Clients must have symptomatic HIV or AIDS diagnosis, insurance coverage, income less than 300% of the Federal Poverty Level, cash assets less than $4,500 for individuals or $5,500 for a family and prove Miami-Dade County residency. SURVEY REVIEWS RISKY SEX HABITS
Most sex by 3,700 HIV-positive U.S. Americans during three months did not carry a risk of viral transmission, according to a study published in the “Journal of Acquired Immune Deficiency Syndromes.” However, investigators found 15% of gay men, 19% of heterosexual women and 13% of heterosexual men infected with HIV had unprotected anal or vaginal sex with an HIV-negative partner, which could have led to more than 30 new infections.

FIRST TREATMENT FOR FACIAL FAT LOSS
The U.S. Food and Drug Administration (FDA) approved a treatment specifically indicated for facial fat loss, lipoatrophy. FDA CRITICAL OF VIRALSOL TREATMENT CLAIMS
The U.S. Food and Drug Administration (FDA) has issued a letter to the company that manufactures the product VIRALSOL, warning that while it is marketed as a dietary supplement, the therapeutic claims on the company’s website establish that it is also a drug. FDA found that VIRALSOL is not “generally recognized as safe and effective” and is in

GATES FOUNDATION GRANTS $5 MILLION TO DEVELOP GLOBAL HEALTH LEADERS. APPLICATIONS ACCEPTED
The World Health Organization has received a four-year, $5 million grant from Seattle-based Bill & Melinda Gates Foundation to fund a new program to train the next generation of public health leaders. The first phase of the Health Leadership Service program, beginning in early 2005, will combine formal training at WHO headquarters in Geneva with supervised practical work in the field over a two year period. DRUGS GIVEN AWAY BY U.S. AIDS PATIENTS PROLONG LIVES WORLDWIDE
In developing countries around the globe, HIV/AIDS patients piece together drug cocktails using pills donated from the United States. Patients give away pills after switching medications or taking physician-recommended drug holidays. Citing fear of tampering, U.S. authorities will not take back unused drugs once they have been prescribed. U.S. Law prohibits giving unused medication to individual U.S. citizens, but allows medicine to be donated to designated nonprofit groups for export as humanitarian aid.

UNAIDS CRITICIZES HIV TRAVEL RESTRICTIONS
UNAIDS and the International Organization for Migration (IOM) are concerned about the increasing number of countries that impose travel restrictions requiring foreigners test for HIV prior to entry. About 60 countries – including the United States, Russia, China, and many Arab countries – require mandatory testing. Most only require the restrictions on long-term visitors, such as students, workers and refugees, but some nations require exams for short term visitors who plan on touring or conducting business.

HIV+ FEMALE SMOKERS AT GREATER RISK FOR HPV
A study published in the May 1 issue of The Journal of Infectious Diseases (JID) has found that women who are smokers and HIV positive have a greater risk of becoming infected with the human papillomavirus (HPV) than those who do not smoke. Available online at journals.uchicago.edu/JID/journal/home.html. The study monitored the smoking and HPV status of 1,797 HIV-infected and 496 uninfected women at six-month intervals from 1994-1998. 

TESTOSTERONE THERAPY FOR HIV+ WOMEN
Testosterone treatment may be useful for increasing muscle mass, strength, and function in low-weight, HIV-infected women, according to a study published in the current issue of Archives of Internal Medicine. In the study, 57 HIV-infected women with low weight and low testosterone levels received either testosterone therapy in the form of a transdermal patch or a placebo for six months. The study, which can be found at http://archinte.ama-assn.org, also found that testosterone treatment was well tolerated, without adverse side effects on immune
function, lipid and glucose levels, liver function, body composition.

MEDICARE TO PAY HIGHER RATES
TO NURSING HOMES CARING FOR PATIENTS WITH AIDS

Nursing homes caring for patients with AIDS this fall will receive increased Medicare payment rates, according to a release put out by the Centers for Medicare & Medicaid Services (CMS). Under a provision in the Medicare reform law, current rates for nursing homes caring for people living with AIDS will increase 128% as of Oct. 1. According to CMS administrators, the action to implement the new payment rate reflects the increased costs associated with caring for this special group of beneficiaries.

A new website, hivandsingle.com, offers people living with HIV/AIDS an opportunity to anonymously experience community and intimate relationships with similar people without fear or judgment. The site was founded after one of its developers recognized his mother, who is HIV positive, found it impossible to find love and make friendships.

The client will be accompanied by a staff member to the store to assist in the purchase; this is especially helpful to those who must rely on public transportation. NINE CHARGED WITH MEDICARE FRAUD
Nine people – including three doctors – were indicted recently in a $5 million Medicare fraud scheme at two South Beach clinics that fraudulently dispensed HIV medications. Clinic owners Leonardo Javier Bolanos and Robert Peter Sauve were arrested along with physicians Jorge Humberto Forcada, Clark Carlton Mitchell and Jose Joaquin Vega and four clinic employees. Prosecutors claim the Bolanos Institute and Lefebvre Institute fraudulently billed Medicare for alleged intravenous infusion treatments involving the HIV medications Neupogen and Procrit. According to the indictment, the treatments were not provided to patients or not medically necessary.

HIV/AIDS CASES RISING AMONG OLDER WOMEN
The Atlanta-based Centers for Disease Control and Prevention reports that AIDS cases among Americans over 50 have quintupled since 1995, up from 16,300 in 1995 to 90,600 in 2003. Today, seniors represent an estimated 14 percent of total AIDS cases and senior women represent 18 percent of female AIDS cases. The Centers also found that menopause can lead to vaginal dryness, contributing to abrasions and small tears during sex that boost the chance of HIV transmission. With weight loss, fatigue, skin rashes, and other HIV symptoms mimicing those of old age, many older women are not diagnosed until they have full-blown AIDS. And with their immune systems compromised by age, older women can have trouble fighting off pneumonia and other secondary infections. Since many have been socialized to think of sex as embarrassing or secretive, many are reticent about their condition, putting  them in greater jeopardy because they are less likely to be coaxed or prodded into treatment. ATTENTION MEDICAID RECIPIENTS
The Medicaid Pharmaceutical Lock-in Program monitors and control consumers looking to defraud the system or by those abusing prescriptions drugs. This system generates a red flag on your account alerting the pharmacist of possible fraudulent activities. If three or more prescriptions for medications and narcotics are presented to be filled within one month or if eight or more prescriptions in a 60 day period, a red flag will be generated. If flagged and a referral is completed and submitted to the Medicaid Pharmacy Services office by your Doctor or Pharmacist, you will be contacted by letter and given 30 days to submit a request for an appeal. After that time, you will be given a choice of pharmacies in your area which will fill all your prescriptions for one year.

FOOD FOR LIFE NETWORK AGREEMENT
After months of negotiations, the Board of Directors of Care Resource and Food for Life Network (FFLN), the only not-for-profit organization in Miami-Dade County dedicated to feeding men, women, and children living with HIV/AIDS, have entered into a short term management agreement. Care Resource assumes management responsibilities for Food for Life Network on an interim basis with no plans to reduce services during this transitional period. FFLN will remain at its current facilities.

MONKEY PROTEIN MAY BLOCK HIV
Dana-Farber Cancer Institute’s scientists  say they have discovered how some monkeys resist infection associated with the AIDS virus, a finding that may lead to treatment that blocks HIV in people. They have found that once HIV enters monkey cells, it encounters a protein that stifles its attempts to replicate, thus stopping the virus from spreading in the animal. It is still unclear exactly how the protein acts against HIV, but scientists believe the mechanism may work against other viruses as well. TAX HELP AT 3 LOCATIONS
1)Through April 12, Miami-Dade County will offer free tax assistance for low- and moderate-income working families at Community Action Agency and Department of Human Services sites around the county.  Volunteers will be available Monday through Friday at the centers to answer questions and provide assistance filling out tax returns.  Residents must bring their W-2 form and their child or children’s Social Security numbers.  For more information, please call the Miami-Dade County Answer Center at (305) 468-5900.

2) Help is also available from Legal Services of Greater Miami (3000 Biscayne Boulevard, Suite 500), which is offering free tax preparation every Saturday until April 11.

Sing for your Health
According to German scientists, singing strengthens the immune system.
They tested the blood of people who sang in a professional choir in Frankfurt before and after a rehearsal. The body’s protein immunoglobins (or antibodies), and the anti-stress hormone, hydrocortisone, increased tremendously. Doctors’ advice: start singing or continue singing to boost your immune system.

Studies shows that people who have a partner and in a steady relationship tend to live longer than those neither involved with someone or in a stable relationship. Cardiovascular diseases tend to strike persons living alone, a Swiss study reported.

The City of seeks qualified, licensed, and insured general contractors specializing in electrical, plumbing, and roofing work. The contracts are for homeowners participating in the Single Family Rehabilitation Program.

If you have extra health equipment such as hospital beds and wheelchairs, then give them to the Florida Alliance for Assistive Services and Technology (FAAST) to match recipients with health aids. Website seeks endorsement from community
A new website, www.aidsvote.org, describes model HIV/AIDS policies for 2004 presidential candidates. The group involves a joint project supported by dozens of the nation’s leading HIV/AIDS service, advocacy and research organizations. Its goals are to educate and inform candidates of concrete steps necessary to ensure the US as a world leader on HIV/AIDS and public health, and to educate and inform voters about candidates’ opinions on these crucial issues.

Plan to distribute HIV/AIDS meds to Africans
The World Health Organization (WHO) and United Nations (UN) will provide antiretroviral (ARV) therapy to three million people with HIV/AIDS in developing countries by the end of 2005. Estimates show that only eight percent of the six million people across the world in need of antiretroviral treatment receive it. Only two percent of the estimated 4.4 million Africans have access to medications.

The agency Florida AIDS Action (FLAA) has recently changed its name to The AIDS Institute. The new title reflects its expansion from a volunteer grassroots movement to national agency researching public policy, advocacy and community education. The program Housing Opportunities for Persons with AIDS (HOPWA) offers low-income persons and their families an opportunity to live in subsidized efficiencies, one-bedroom, two-bedroom and three-bedroom apartments. Online Pharmacy has affordable HIV/AIDS medications
A South African pharmacy has a website, www.aidsdrugsdirect.com, where you can buy medications for 60 percent less than Canadian prices. For example, 60 tablets of the drug Combivir (150/300) is $179 from this online pharmacy. In Canada, it sells for $479 and in the U.S. for $679. Membership through the website costs $79 a month.

As if last month’s theft wasn’t enough! The 5-gallon donation jar with close to $700 in change from our clients, volunteers and donors in the local comunity was stolen from TCPC again on Monday, November 4. In order to maintain operations, the center has instituted a monthly membership of $5 a month ($60 a year). Those who wish to pay membership for the entire year in one lump sum can pay $50 in January and save $10. Can’t afford $5 a month? Volunteer two hours a month in lieu of payment. 
Holistic Services Fees: Body Work (Massage, Reiki, etc): $10 per session, Yoga & Meditation: $3 per session, Acupuncture, Haircuts, Astrology: $5 per session. No one will be turned away due to lack of funds. JOIN TCPC’s CLIENT ADVISORY BOARD (CAB)
In order to ensure and to enhance the quality of the services and programs at TCPC, we’ve created a Client Advisory Board. This board needs team players with positive voices who will speak on behalf of their support group members. The Committee, consisting of 12 members, four from each support group and an appointed chairperson, will meet at the Center once a month for an hour or so. It will report findings to the Board of Directors at its meeting every six weeks. FDA APPROVED BRAND AND GENERIC DRUGS
US FDA recently completed the first phase of a pilot project designed to be a searchable Internet source for official information about FDA-approved brand name and generic drugs, including those for the treatment of HIV/AIDS and related conditions. Go to www.fda.gov

FDA APPROVED MEDS
FDA has approved Emtriva (FTC Emtricitabine), a new nucleoside reverse transcriptase inhibitor (NRTI) to be used in combination with other anti retroviral agents for the treatment of patients with HIV infection. Emtriva is for adults age 18 and older. Side effects include: headache, diarrhea, nausea, and rash, which were generally mild to moderate severity. Go to www.AIDSinfo.nih.gov or call 800-448-0440
FDA has also approved Reyataz, a protease inhibitor to be used in combination with other antiretroviral agents for the treatment of patients with HIV infection. This is a once a day protease inhibitor, the recommended dose is 400 mg (two 200 mg capsules) once daily, with food. Side effects include jaundice (yellowing of the skin) and scleral icterus (yellowing of the eyes) – reversible upon discontinuation of the drug and Reyataz is not associated with increased risk of liver injury. NEW GUIDELINES FOR ANTIRETROVIRAL AGENTS IN HIV+ ADULTS AND TEENS
These new guidelines provide practitioners with a list of suggested combination regimens for the start of antiretroviral therapy. COUNTERFEIT PROCRIT
The FDA is warning consumers to beware of counterfeit Procrit (epoetin alfa). The counterfeit bears lot numbers used on authentic Procrit packaging and vials. The real things has a carton closure seal that, when removed, leaves a visible mark on the package. The real seal has "OBPLP VOID" printed in a random sequence on the underside of the seal that is visible from removal. The counterfeit product seals leave no visible mark and have no printing on the underside of the seal. The counterfeit Procrit is contaminated with bacteria and have no active ingredient. FUZEON APPROVED BY THE FDA
The Food and Drug Administration (FDA) approved FUZEON also known as T-20. FUZEON is a new class of drugs known as "fusion inhibitors". FUZEON is administered twice daily as a subcutaneous injection (under the skin). Symptoms are: trouble breathing, fever with vomiting and a skin rash, blood in urine and swelling of the feet. Patients should call their health care provider if signs of infection at injection site such as drainage, increasing heat, swelling, redness or pain.

HIV INFECTED FLORIDA MAN RECEIVES 8 YEARS PROBATION
An HIV positive man in Deland, Fl, accused of putting a woman at risk by having unprotected sex with her while keeping his infection secret was sentenced to 8 years probation on July 24, 2002 after pleading no contest to the charges. If convicted, he could have faced up to 30 years in prison. As part of probation he must serve 100 hours community service, give a written apology to the victim, and continue his HIV treatment & counseling.

A study of changes of memory and movement at the Univ. of Miami. Men and women  50 and older, or people between 20 and 39; HIV+ and symptomatic or HIV-. If status is unknown, you must have a willingness o be tested. You will receive viral load and CD4 cell counts, additional lab results, physical and mental health feedback, HIV/AIDS testing, and health services referrals. Payment of $430. KALETRA (ABT-378/r)
APPLICATION FOR ACCELERATED APPROVAL

On June 1 Abbott Laboratories announced that it had filled a New Drug Application with the U.S. FDA for the accelerated approval of its new protease inhibitor, new brand name Kaletra (pronunciation Kuh Lee Truh) (generic name lopinavir/ritonavir, most widely known as ABT-378/r). Kaletra is a combination of ABT-378 with a low dose of ritonavir; the ritonavir is used to block a liver enzyme which would otherwise quickly metabolize lopinavir, keeping the blood level of lopinavir high. Kaletra is being tested at twice daily dosing (later it will also be tested once a day). Persons with HIV who have failed previous protease-inhibitor treatments and have no other viable options may be eligible for the expanded access program for Kaletra.
